There are no rules that say you cannot complete this project yourself though you do need to consider that in Los Angeles this project would need to be legal. To be legal you will need permits and have to adhere to the most current building codes. For a DIY project, this could be very stressful in trying to understand everything. If you would try to do it without a permit, then you will be facing fines and additional costs down the road as you are not allowed to have illegal structures or if you would try to sell the house you would not without demolishing or legalizing the space.
